Foot in the door. First it's construction zones (which is everywhere on all interstates), then it's general purpose/roaming, then it's red light cameras.

No force in the universe shall stop a RINO Republican from grabbing money out of your pocket.

They had this crap in AZ nearly two decades ago. On the freeway, at traffic lights, etc. Ultimately what they found was that a) they pissed the taxpayers off like no other, and b) they caused choke points and accidents from people speeding like hell right up until the camera, then hammering the brakes, then speeding like hell again. They were a literal nightmare. How the lawmakers in Indiana can be this stupid or tone death to decade-old news is beyond me.

Ultimately the people got ballot initiatives out and got the laws changed at least for cameras on the freeway/interstate, but it was a SERIOUS pain in the ass and took years. Cities could decide for themselves and several left them up for “speed on green” and red light infractions, but that was it. I hope we don’t have to go through that here…

Many, many years ago there was an article in Car and Driver magazine about the state of Illinois being sued for what amounted to phantom construction zones. They would set up barrels and signage but there was no actual construction. Further, the article dug into traffic deaths in construction zone in general. Turns out that majority of accidents occur when no workers are present such as nights and weekends. The kicker? The vast majority of construction zone deaths were drivers and passengers of the cars, not the workers. Cameras are used to generate revenue. Cameras do not generate safety. Below is from a USA Today article dated April 2023.

In 2020, 857 people died in 774 crashes in work zones, marking a 10-year high for deaths and crashes in road construction areas. Of those fatalities, 117 were road construction workers and the others were motorists and passengers.

It's a blatant money grab which does nothing for safety. :bash: It also ignores the constitutional protections which are supposed to be in place.

And of course, this is just to "get in the door". The speed cameras will pop up like toadstools on every road in Indiana over time.

Or if we could get of few hundred to walk across the Mexican border to take care of our cameras when they start putting them up. I'll chip in for food and drinks.

My wife's car has been pinched by a red light camera.

One time may have been legit, but the crooks running the program would recycle the picture whenever they wanted more revenue. The printout of the date and time was a band under the picture, so they could edit that and use the same picture as proof of guilt. Same picture, same jacket on back deck, same bird droppings on back window. One of the times the car was 1000 miles away, as proved by a repair bill from a car dealer and a speeding ticket from a City department, the same City, the same day. Even with that evidence, the collection people wanted me to appear in court. My City District counsel members office cleared it up.

HB 1015 is headed to the Governor's desk.

If signed, INDOT will be able to operate up 4 speed cameras in construction zones across Indiana. First offense is a warning, then fines.

However, as I read the bill...

It will NOT take a picture of the front of a vehicle, meaning the driver (Sec 15 a)
It is PRESUMED the OWNER is the operator (Sec 17 a + b)
The owner will have to prove it was not them driving (Sec 17 e 1 B)
The owner will have to prove there was no workers present (Sec 17 e 4)
The owner cannot face their accuser, as it is a computer
The owner is automatically guilty until they prove innocence

These are civil penalties, not fines, tickets, or infractions (Sec 17 e)
The image cannot be used as evidence of a traffic offense (Sec 16 a + b)
The money goes into the General Fund, aka the state's pocket (Sec 17 d)
If not an infraction, offense, or ticket... then it is automated revenue generation

Give your kid a car, you get the bill
Loan a car to a friend, you get the bill
Drive a company car, boss gets the bill
Drive your wife's car, she gets the bill (and you sleep on the couch)

As much as I support reducing speeding in construction zones... This is bad law, and unconstitutional, IMHO.
Seems like a good idea in some regards but generally bad execution. We definitely need to hold those responsible for reckless driving in construction areas accountable. But as everyone has pointed out its just to rough an idea and needs some kinks hammered out. Id hope this doesn't lead to cameras on every street corner eather.

    There's the problem
It WILL lead to those other cameras.
    There will be MULTIPLE mistakes.
No one will care about the mistakes, because those mistakes will make them money.
And citizens won't give up days of pay to go to court to fix the problem.
I'm trying to find the 'good idea'.

Wanna slow people, try a few officers.
    Not enough officers, hire some.

But that costs money, instead of being a 'revenue stream'.
