From what the mother said in the video it sounds as if the shooting was intentional.

And yes the 6 year old child did appear to be doing some sort of gang sign with his hands in the photo.

There was a similar story in my home town of Martinsville not to long ago. Its sad, the shooter was only 11 and the boy who was shot was only 5 or so. He wasnt so lucky.
