In taking this view, Congress was well aware of the impact of previous prisoner release orders. The prisoner release program carried out a few years earlier in Philadelphia is illustrative. In the early 1990’s, federal courts enforced a cap on the number of inmates in the Philadelphia prison system, and thousands of inmates were set free. Although efforts were made to release only those prisoners who were least likely to commit violent crimes, that attempt was spectacularly unsuccessful. During an18-month period, the Philadelphia police rearrested thousands of these prisoners for committing 9,732 new crimes. Those defendants were charged with 79 murders, 90 rapes, 1,113 assaults, 959 robberies, 701 burglaries, and 2,748 thefts, not to mention thousands of drug offenses.

As an aside to the main subject....WOW, what a little nugget of data! This kind of drives home the idea that some people just do not function in a modern society.

Yet we keep them locked up for life, costing hundreds of thousands of dollars. Even when paying gov rates a bullet is under 50 cents. Seems there is a simpler and way cheaper solution....

    Gary! Not cool.
The State has already taken the step of releasing 450 prisoners with a "high risk for violence" and these convicted felons are currently walking the streets.
Well, that's interesting... don't they have people in for drug possession, or other non-violent crimes, that could be released before the violent criminals? The state of California would never let out those with very high possibility of recidivism just to score political points, would it?

Yeah, the whole situation here in California is beyond the pale. Politicians here don't care about public safety. They are ideologues who tow the party line to try and eradicate all gun rights laws from the books. Thankfully, there are a few of us left who are willing to fight to restore those 2A rights that we've lost over the past two plus decades.

Good for you! I'm glad that _someone_ is putting up the fight out there. As an ex-Californian (grew up in the Central Valley and Foothills), I couldn't take it anymore about 7 years ago. My family and business left the state. It was for better economics and well as political realities. Kudos to you for making your voice heard.
