I just got my new skeet choke tubes in the mail today and I'm having trouble getting them screwed in. They're only going about 2 turns before they snug up. Gun is a Stoeger Condor 20 gauge, New tubes are Pro Factor.

Are they supposed to be tight while screwing in?

According to ProFactor and the package, Yes, I am positive.
Yes, the old chokes come right out, and screw back in with ease. I've come to the conclusion that ProFactor is a farely new choke tube maker. "Affordable choke tube maker"

I'm just counting my losses and buying some from a reputable company.

Contact ProFactor and let them know your issues. They shouldn't be that tight.
