Ran across this on Yahoo a few minutes ago. My take: Imagine that, a gun control law that don't work so well!

It is a law, but not mandated until 2018. If some of the states are not fully complying, or not complying at all at this point, (rhetorical question) so what? They aren't required to yet.

Here's my $.02 worth! The gun-grabbers lobby for new gun-control laws for whatever reason. Then a law gets passed, and instantly everyone is supposed to bow down and hail the liberal that wrote it. "Oh, yes mighty one, your wisdom has again prevailed!"

The libtards are off to the race track thinking the "law" is in effect. Never mind checking the fine print to see what it says or how it works. Like the above law, that doesn't work, because it isn't in effect till 2018 and because the finances that were promised aren't forth coming and it is a financial disaster to the states who are tasked with enforcing it. The law doesn't work in the eyes of the libtards, bu they won't admit to that. So, they instigate yet another law, once slice at a time.

None of these laws are necessary, because they don't and NEVER WILL work! These laws are just "feel good" laws that politicans use to salve the mental anxieties of their liberal and uninformed constituents. WE DON'T NEED THEM!
