Pretty sure anyone trying to kill a bunch of their own/fellow citizens is mentally up. That doesn't mean that they shouldn't be held accountable.

There's a difference between "mental illness" and having severe mental impairment such as downs.

When someone kills another out of anger/aggression or for no apparent reason, then they shouldn't get off because they were "sad" or "depressed"
