Applying for an updated LTCH.

Posting this for a friend who is not currently a member.

He is applying for a lifetime ltch but had a 4 year that expired roughly eight years ago? His question is what is the easiest way to go about getting his original Licence # now, being he no longer has any documentation of the original.? I suggested he contact ISP but I'm honestly not sure.
