Look at the flag of the 13 original colonies. III or in his case lll.

I think he was asking if there are any militia supporters on INGO.

Not to be rude or disrespectful but I saw he is from Salem, and those I have known from Salem are less than thorough in their spelling, vocabulary, or explanations. And if this was for the purpose of OPSEC, i'd say he was asking for a "different" kind of people.
