Using Firefox with AdBlocker turned off and NOT signed in as a site user, I get this pop-up...

Click on "No Thanks" and it goes away, sign in and it goes away, turn on AdBlocker and it goes away.

As to why it would show up on another website as the OP reported is beyond me.
