Sent the donor rifle to JES to have the barrel bored for 358 Winchester. Only took 2 weeks and it was time to make up some test loads. Using powder and bullets I had, resized some 308 cases and had good results. I don't have a rest, shooting from a picnic table, my 3 shot group was right at an inch. Waiting on some hornady bullets to come in and load some more. Used rifle and rebore, $450 invested to date.

Could you rebore a barrel in a CNC lathe with a power tailstock rocking a very thin boring bar?

A boring bar long and thin enough to do a rifle barrel would have too much flex, I should think. You want the tool to be as short as possible for stiffness, and button rifling is typically done in tension rather than compression, isn't it? You could maybe pull a button bar from the head to tail maybe?
