BATFE regulation 2011-4 pistol to firearm to rifle conversion kit

I'm sure everyone here knows the recent BATFE rule, but I haven't seen many implement it.

If it has atleast 26" over all length (not including removable barrel accessories) and no stock it is a firearm. Barrel length does not matter with firearms only the total overall length and the fact that it has a vfg.

Pistols can't have vfg.
