I seen several programs showing a double barrel 45 cal 1911.
Both barrels fired at the same time.
    It is still simi-auto action.
Would this be considered Class3 because of the 2 bullets at once?
Would it still be considered simi loading?

i found Jerry M.'s review of the double barrel 1911.
yes it has two triggers. they are to far apart to be pulled at exactly the same time.
The hammers are ganged together. Both barrels fire exactly at the same time (every time).

The paired together hammers will not drop until BOTH sears are disengaged, that means BOTH triggers have to be pulled. Even if they are not pulled at exactly the same time, the pair of hammers will still drop at the same time. It is not a machine gun.
