OP... look at the hammer, is it new and shiny. I would stand clear. Does the hammer show signs of wear or usage, you should be good.

It’s stated on the ATF site, A fireman can’t be manufactured with intentions to sell or give away without numbers, but can be done so if interest is lost in firearm or some time after being complete. Obviously in much complex words, but that’s what I got out of it, and I maybe completely wrong.
