    I looked at dozens of pictures of "vintage rug beater." Pretty much all were simple loops, no "hinge" or whatever that is at the wide end, and the ends of the rods are just brought together and wrapped, not squared off like the gadget in the original post.

    I looked at dozens of pictures of "vintage fur stretcher." Very similar, except that the loop end is much narrower proportionally and the square end is much wider.

    Conclusion: I don't know what it is.
