I purchased this ammo with an older AR that I got. I was told at the time that it was armor piercing. I have my doubts. I did some good searching and I did find one website with a box that was dated 1986 and it did call it steel core. I believe it was made in Spain. Any idea's??

Yes, it is steel core, made t the Santa Barbara plant in Spain, box you have is dated 1982 production (of course) As I remember, it was good shooting ammo. but it does have a steel core. like the M855, 62 grain. Also, if I remember, in the good old days around 2000-2001..lol.. You could get 1000 rounds of that for $95-100.

Can you still buy it today? If so where and how much?

    Is it really armor piercing?

As far as I know, the only way to buy it today is to run onto it just like you did. It's been sold out at the importers for years.
as far as the ap, it is just the same as the green tip stuff that the US and nato makes. It is just Spain's version of the Nato standard M855 5.56 rounds.

What kind of a value does it have. I purchased 2 400 rd packs for not much more than your price above....

    price

I am not sure, but I think it would be about the same as current production, maybe just a bit less. I have seen current stuff for 30-35 cents a round, so a fair price might be 25-30 cents per.
