If it's 7.62x54R, the bullet should be .311, not .308.

Well the commies aren't the only ones that don't know how to measure. British .303 bullets are also .311.
The Brits measure bore diameter on the lands not in the grooves (or bullet diameter), so the measurement is correct, they are just measuring something completely different for some reason that makes sense only to Brits.
With 7.62x54R, the bullet and bore diameter varies from .308 to .312 with Finnish rifles and ammo tending more toward .308 and Russian rifles tending to be closer to .312.
Aha! This makes more sense I guess. I'd never heard it explained before. To add another touch of confusion, when Indonesia converted some 6.5x53R Dutch rifles to .303, they marked them as 7.7.
Yep. 7.7x56R is the seldom used metric designation for .303 British. I have some 1980s South African ammo that is marked that way on the boxes.
So in conclusion.... .308, .303 and .311 are all the same.
we were taught the the Russians can and did shoot the nato 7.62 but we couldn't shoot the Russian 7.62
