I think we need to go Paul Harvey on this one and find out the rest of the story. The guy who made the (we'll call it an) IED was going to use it on his neighbor (think about that for a bit...) but changed his mind and gave the IED to the ATC dude. So one thing we do know is that ATC dude took the IED instead of saying, "WHOA!! Get that thing out of here!!"

    Need more info...

The FBI's definition of WMD is REALLY broad:
    https://www.fbi.gov/investigate/wmd

explosives with a charge 4 ounces or greater. If I recall correctly, that would INCLUDE a whole lot of fireworks.

Well, I guess since America's WMD policy, is that if we are ever attacked with a WMD, we will respond with nukes.
So... I guess we'd better get busy and start nuking.

Did anyone else look at that list of WMDs and think that is way too broad on purpose? It starts with nuclear, biological, radiological and chemical and then makes it "pretty much anything we say is a WMD, is a WMD?"

This is the same FBI that defines "mass casualty" as 3 or more. Including the criminal, even if they off themselves in the process.

If you carefully control the definitions, you can tell any story you want.
