But it makes sense. When you arent supposed to be doing something, do you go to the places where everyone can easily watch because the cameras are already trained on those spots? (spy satellites are obviously watching the border) Or do you go somewhere out in the middle of nowhere that cant easily be watched due to the great expanse of the area? (ocean)
