The press release says they want to study criminal justice strategies and outcomes, policies, and resources.
I take it as a study of how we react to the crime as a deterrent, without addressing being proactive.
Maybe we're good on the proactive stuff, enforcing curfew, targeting crime areas, putting perps through the revolving door.

I would imagine that a lot of those conferences and study sessions will be held in 4 star hotels located in vacation spots.
