Class III process

Ok I'm not to familiar with the whole process.... I know you need to submit an application to ??? pay for a tax stamp ??? In all reality.... I have no idea about Class III ...... What are the steps needed to purchase/own full auto or supressors?? I know there are 2 different kinds of fees.... $200 and $5.....(what a price difference) ANY information/explanations would be greatly appreciated!!!
