You are more right than you may know.

The Montreal Protocol was a treaty written and ratified based on CFC's and the ozone layer - not climate change. Since the EPA and the left knew they couldn't get a new international treaty through congress and ratified for HFC's and climate change, they got enough countries to agree to modifying the Montreal Protocol (the existing treaty) to include greenhouse gas emissions.

This is like modifying NAFTA to include free trade with China.
