    I wondered about where they draw the line on restaurants as here in the GSF there are a lot of gas stations that halfway function as restaurants but I'm sure the bulk of the revenue comes from fuel sales.

    The "fine dining" areas of the gas station restaurants will be closed, but you'll still be able to get takeout if they're staying open. (If the business wants to at least.)

    Also, would the general "police power" line of thought cover this, at least in some situations? Although my experience here has been in law enforcement, where the courts recognize that not every authority needed by government or law enforcement can be listed out or codified, and beneficial actions need to be taken under exigent circumstances.

    Unfortunately, like the mayor of Champaign, Illinois now or the gun-grabbing in New Orleans after Katrina, the after-the-fact legislating and court opinioning doesn't help us while in the throes of the crisis.

    Funny you mention New Orleans... they are gearing up for their old tricks...

    San Francisco 3 week 24 hour a day lock down(call it shelter in place,same thing) started 3/17/2020 at noon. Allowed to leave homes only for groceries or doctors.
