This was also mentioned in Magpul's "Art of the Dynamic Shotgun." I have not given it a try as of yet. They were using buckshot and cutting closer (also not cutting as much) toward the rear of the cartridge.

Not to my knowledge. Its pretty much the same as a slug. Just homemade and cheaper.

The guy you see talking about it is also a well known gunsmith and gunstore owner. If it was illegal, Im sure you wouldn't find him doing this on youtube.

Go watch the channel they seem to be a fair bit more knowledgeable than some. Cut shells have been around for ages and were used to hunt large game with bird shot for YEARS.
