First off I apologize if this has been covered and I somehow missed it.

Last night I heard D. Feinstein speak of the bill that she intends to present.
She used the term "prospective possession".

I have searched but have not found a definition of that term that means anything to me. I am not illiterate, but at the same time I am a simple countryboy.
Can someone give me the true definition of her words, as it pertains to the situation at hand?

I didn't watch, but could she have meant "possible possession" or "future possession?"
