Did I miss something regarding proposed rule 2021R-08?

I didn't really want to start another braced pistol thread...but,

Scuttlebutt at the range Saturday was claiming the new rules get enacted in August. I'm having difficulty substantiating this information. I've found statements claiming a decision would be issued in August, but I have seen nothing regarding implementation.

Their made up rules tend to take effect immediately. Or have the delay codified within.
