So did I read it correctly that one can just surrender an animal that needs medical care (not taking into consideration here how the dog was injured) and have the shelter eat the cost of the care and then turn around and adopt the dog again? HTH does that work?

I guess so he found a way to do it. It sure should not be allowed. He should not have pets and should pay for fixing the dog up and get the same done to him that he did to that dog. Maybe if he lands in jail he will.
