So did I read it correctly that one can just surrender an animal that needs medical care (not taking into consideration here how the dog was injured) and have the shelter eat the cost of the care and then turn around and adopt the dog again? HTH does that work?

I would have to agree. If a dog would do that to it's owner/alpha, it would easily do that to a kid or family member that was trying to retrieve a toy or belonging. I definitely wouldn't beat on it repeatedly.
