Dumb? There are a LOT of "less-than-lethal" rounds out there. This one allows a cop to shoot use a lethal round but with non-lethal effects. If things go south fast, he can remove the cap and use that lethal round.

So, who do you sue when this doesn't work as designed?
- try to put it on, but shoot your finger instead
- it falls off right before taking the shot
- the "airbag" simply fails, and the target is shot for realz

If someone needs to be shot, then just SHOOT THEM. If they don't need to be shot, THEN DON'T.

lame sauce... why not just throw a baseball at the perp?, or a G.D. rock?

or just a good old fashioned taser? or a baton/club? Or, of course, the bean bag shotgun rounds... etc.

Plenty of less than lethal options already. And let's not forget, if you've pulled your gun, there's usually a valid (or perceived as valid) threat
