emergency channel for GMRS radios

so is there a ' official ' channel for emergency use on GMRS bands? like ch 9 on CBs?
I'm watching all the warnings about tonight's weather and my weather radio is also a GMRS radio so it got me wondering...

This guy states that there is not an official channel, but suggests that everyone use ch19, and act as though it's been the official channel all along...
