How are they not being courteous to him? They are smoking in their own apartment, not his.

I would leave them alone.

I assumed they were smoking in the entryway, not in their own apartment. Even so, they should show a little consideration toward their neighbors.

Would you be angry if your neighbors blasted music at all hours of the night? It's a similar situation in my eyes. The fact that they're in their own apartment has little to do with the fact that they are still being rude and inconsiderate toward everyone else.

Walk up to their doorstep of their apartment...

Quickly pull tight zip ties on each bottle, throw on ground by door and run.

Problem solved... at least for a while. Or will at least get the point across.
