so..... .why does it require an executive order 63 years later?

It is amendments to the Defense and Production Act of 1950, and the combining of EO's 10421 and 11490 which I believe has to do with manpower. Obummer just consolidated EO's, I think the last update to the act was 1988 by Reagan. Look how much has changed since then (DHS, War on Terror, etc.).
