    seems bad but its the oldest trick in the book for the government to buy off one of the oppposing forces, whehter it's crime enforcement or occupation of hostile land. pretty hard to be in terms of effectiveness....

    I saw a story recently about some of the mexican and central americans that have become informants and all the whitewash that had to be done for them-- wow! wish I had saved some links.

    and again, shocking though it may be, on the other hand exactly how are they ever goign to neutralize something like the zetas without these kinds of tactics? just asking the question

    This is why I don't buy into the BS about cultivating 'confidential informants'. The only product of this arrangement is framing the innocent and eliminating competing criminals with nothing being done for the supposed purpose of reducing crime.
