Is this NFA? Fn's website says it fires an 18mm projectile, but they are paintballs. FN 303®
I did see one on gunbroker and the auction said no FFL required, and didn't mention anything about nfa paperwork. Maybe it's the bureau selling it.

    I says LEO/military only.

I'm not sure about less than lethal. To me, it still seems like it would be considered a firearm. I'm not even sure how or where you would get ammo for it either.

That may be more of a company policy than law though. Many of the 5.7x28 rounds that fn manufactures says mil/le only, but those rounds can be found fairly easy. I think a less lethal taser is considered a firearm(at least in IN), so i'm not sure why this would be any different.

When in doubt, you can always write NFA for clarification. Do you have a source for ammo? Out of curiosity, what is your use for it? Not that you really need one, just curious.

Im still curious abou the OPs use for it, even if it is "just because".

I got to looking at paintball guns and thought this was cool just because a gun manufacturer makes it. I was having doubts about spending over $800 for a paintball gun, but Holy Cow dat ammo is expensive.
