    Without knowing more about the "why", I'm guessing this is targeted at grocery stores etc., not households.

    Since that would make sense, and this is from CA, I'm probably wrong.
    Most likely. They don't want to upset their precious brain dead voters... just small business owners, and others who may have the capacity to be able to think for themselves.

    Having visited relatives in California, they already have 3 garbage bins. One for recyclables. One for trash. One for yard debris and lawn clippings.

    It doesn't seem that adding banana peels and chicken bones to the lawn clippings is going to create a massive change in the way trash is handled at the consumer level.
