Something I've seen work in other forums is a few rules for the "for sale" forum. with a "sticky" at the top.
for example:
1. Must put a price. get rid of the "ebay" posts, or PM me posts.
2. Must put location. A question that most everybody wants to know.
just seems to make it easier for all involved.
If the ads aren't posted that way they get locked / deleted / info requested.
