Form 1 Question

First time filling out a Form 1. I’m going to be building a 10.5 inch AR. I’m undecided on what upper I’m going to end up with but when I fill out the paperwork what should I base the measurements off of?

Hypothetically build it with a 16" barrel and subtract the difference in barrel length.
