Impact should take it right off. Wedging a board in there works also if you don't have an impact.
change your grip, pressure, and speed. Breathing into its ear and telling it how hard and long they are helps too.
shoot it with some pb blaster or similar product, let it sit for a while, then hit it with an impact or breaker bar.
I did professional lawn care for 18 years and now change/sharpen my blades weekly, NEVER used anti-seize.
Pros in the field sit on their butt and use their right food on the tip of the blade and use a ratchet to unbolt them, very easy and you get a ton of power on them.
