I would say the first necessary step the good mayor should take is to resign from office. She was the one who was steering the lead engine to the train wreck that has occurred. She owns all the stores that have closed, all the people who have been under assault from criminals who have been allowed to roam freely, and she owns all the crap (literally) in the streets. So, for her to now sound all righteous is pretty self-serving on her part.
