I just managed to identify two uniforms.
One is a sailor, wearing a bachi (french sailor hat).
One is probably from the Foreign Legion with the képi (tall hat thingy).Usually it's easier to identify since they are white but other branches wear it too in different colors.

I always assumed it was a descendent of wearing a bandanna or some such. I was going to make up something wicked, but I haven't had a full cup of coffee yet, and anyway this is a veterans day thread so I'll skip flaming the Navy for once.
I'll bite:
Why?
Back in the days of sail, sailors had long hair, and greased it.
The flap could be cut off, and another sewn on, protecting the uniform over time.
Uniforms were expensive, kinda still are.

Bachi. Never heard that word before. I was going to start with the kepi, figured this being a national monument, the iconic hat of the FFL would have to represent them.
It's frickin' cold for south Texas, below freezing overnight for second night in a row and I didn't have a single walk-in customer yesterday. I'll probably have time to chase down some of the other uniforms today.
I'm surprised they didn't include a large beret, or "pie beret" as it's sometimes called.
It's another iconic hat worn by mountain infantry, the chasseurs alpin (Alpine hunters).
After all what's more French than a beret?
This one is larger than the traditional civilian beret or even the military version worn in most armies around the world.
There's one of the few units you can identify just with their hat.
Here in Afghanistan ...
It's over sized to protect the face from the sun and to be large enough to be worn on the feet to stay warm at night in cold conditions.
They have it in white too.
