If they have a smartphone, make sure your number gets through their Do Not Disturb mode, have them keep it in their room with the ringer all the way up, then just call them at the appropriate time.
Or have them text you when they're up, so you don't call.
If you really want to go the internet connected way, seems like some variation of a Ring or Nest camera with 2-way talking would work. Don't have it face the actual important parts of the bedroom, but the door or something so you can see when one of them gets up.
That's still pretty creepy though.
