How does the L1 process work for LTCH

I was wondering if someone could explain this to me. I see little bits and pieces about it here or there on the site...even tired a search to see if there is a thread about it with no luck. How does it work? What is L1? How much extra does it cost? What steps do you take first? Does the money you pay there cover all your costs for the licence? Can you get a lifetime licence still? Etc...
