What's the socially accepted time limit for angry under-the-breath muttering with occasionally loudly uttered phrases like "STUPID SNOW!" in a public place?

My mailman angrily mutters constantly. Only he does it regardless of the weather. And he doesn't really mutter, but yells. He kind of scares me.

Was getting a haircut yesterday. There was a cranky old man in the shop, who was muttering ugly racist, profane, d*mm republicans and their greed, statements non-stop for twenty five minutes. I sat their quietly in the chair, letting the barber do his thing.
