What is the maximum number of 20rd boxes of 223 you can get in a 50 cal can? Is there a method to get a full 1000 rd case in a can? I'm maxing out at 960.

Depends on the brand of ammo. Almost all companies make the boxes different sizes.
Just pack them loose. The point of keeping them boxed is to either keep them clean, or keep them separated by lot. If it's clean you're worried about, that's what the ammo can is for. If it's separated you're worried about, buy extra ammo cans.
Never seems you can get enough in them. I went to using the larger SAW cans. If the ammo is on strippers, I can get 1800 rounds in a can. I prefer the SAW cans also because they are a perfect fit for (2) stacks of (5) of the larger MTM P-100 series plastic boxes for my reloads in calibers such as .45 ACP , .40, and .357 sig.
Another option if all those loose rounds upsets your OCD like it does me is to fit all the boxes you can and fill the remaining space with loose rounds. Another consideration on the large cans is weight. I had one of the larger cans that has latches on both ends and no hinge. Held 2500 rounds of various pistol ammo but it took 2 people or a hand truck to get it anywhere.
