How to repair coating on outdoor water fountain

We have this aging fountain that we would like to save if possible. Anyone know what the rock looking coating may be? You can see that sun and weather has done a job on it, the first pic you can see the foam showing through.

Gunite?

Let the whole thing dry out , clean it good and dry again , paint the bare spots to match and let it dry then spray a satin clear coat on it .

Paint it with what? Acrylic, Epoxy?

Gunite, hadn't thought of that. Hmmm.
