    I just read on FOX news where the DOJ sent a gun legislation package to the Whitehouse for review. Maybe I don’t understand things correctly. Since when does the DOJ send legislative packages to the President?

    As far as "how a bill becomes a law" I'm with you. This sounds like DOJ is looking at bills out there as well as drafts (which I'm sure they get) and are providing a review of things such as Constitutionality and whether they could be enforced. Additional resources required by the DOJ (as in FBI, ATF, etc.) if the law was implemented is no doubt considered as well.

    I'll bet a large amount of money there is another group in a room, looking at these bills in terms of, "What can be signed and lead to victory in 2020."
