I swagged some various 5.56 & .223 brass on my Dillon 600 swagger.
I had the adjustment in too tight and the rod pressed against the inside of the brass and distorted the flash hole
    Some are worse than others.
This is one of the worse ones.
I put an old primer in the press and it seated normally.

    Shoot it or Scrap it?

It depends on whether the case head will fit into your shellholder. If you can reload it, shoot it.
BTW, it is swaging. Swagger is something totally different. I don't think swagging is a word used outside the French Quarter.

I have to admit that I was honestly wondering what kinds of bells and whistles you could add onto a piece of brass that would help it shoot better.

    Disappointment abounds.
