Yes that is correct. The majority of the Illinois senate did not support the ban.

That is correct. It only passed out of committee and is no, apparently, DOA.

Feinstein thinks there will be no litigation if her bill passed. Why was there no litigation on the "assault weapons ban" back then?

They were 2-4 votes short in the Senate and didn't call the bill for a vote. Word is they will do it on the House on Sunday.
