Democrats objected to the electoral votes in the last three elections in which a Republican was elected, but they get a pass for trying to overturn the election because they're because Democrats.
If you can try the accused after he is out of office, you can surely impeach him before he's sworn in.
If the Democrats still control the House in 2024, they can impeach the Republican candidate, either because they'll claim he'll act like Trump or they'll find some "high crime or misdemeanor" to accuse him of; like being over the speed limit in a school zone. They don't need any proof to impeach.
Then, if the Senate convicts, they can bar him from taking office, thus overturning the election. The Senate doesn't need any proof to convict. Since the elected President will not be able to take office, the "runner-up" will be declared the winner.
All they have to do is keep control of the House and get 2/3 of the Senate. If they get a Federal law passed making it illegal to ask for any identification of voters, they shouldn't have any problems.
