My understanding from my time in the army was that "tactical" meant that the design and use of the gear was consistent with the tactics being utilized. This means that any piece of gear would only be "tactical" in situations where it fit with the tactics of the mission. This means that a tactical rifle is a the rifle that was purposefully selected for the mission rather than the standard issue rifle.

It's like the term race car. Top fuel dragsters are "race cars", but you wouldn't bring one to the Brickyard 400. Don't try use your "tactical" shotgun on a sniper mission, and don't bring your .50cal bolt gun to clear rooms.

Short answer: Yes

Tactical is often overused and misused to sell products, but the term can be applied appropriately to both options.
