    California is a "discretionary" carry permit state, and the validity of the guarantee of the Second Amendment--as upheld in the Heller and MacDonald USSC cases--depends on each county and who currently occupies the position of Sheriff:

    So, it is possible to carry, legally, in California if you live in the right county and the most recent elections produced a favorable Sheriff.

    California's system produces a large checkerboard of counties from Los Angeles County (almost never) to Kern County (widely issued).

    I think many in Indiana think it is impossible to carry a pistol in California.

    My understanding is You do nto need a permit in CA to OPEN CARRY and UNLOADED handgun. You do however need a permit to CC and LOADED handgun. That permit can only be granted by the sheriff of the county you live in and as has been stated some counties unless you are "well connected" you are NOT going to get one.

    Furthermore the sheriff has or at least had (2 years ago not sure now) the power to revoke the permit at any time for any reason!
